I think Andy’s mysterious comrade is heavily inspired by Congolese activist Paul Panda Farnana. According to the script, his name is Mankenda.

However, I have failed as a historian, because I cannot unearth the original speech that the dialogue is obviously inspired by. Once I find it, I will update this post accordingly.
